Wouldn't say that they're 13 year olds. I mean, we usually refer as "Part 1" to the ages or statuses of the part 1 Konoha 11, "Kid" someone is someone younger than that, most probably them before the series started.

I couldn't care less about the ranks - this logic is always borderline ridiculous - but Kakashi as an adult was shitting his pants, recalling how good Itachi was at 13. Sasuke might pose trouble if he is Vote Sasuke only, otherwise - I can't believe I'm about to say the unthinkable - he gets ... gulp ... merked as well, albeit he isn't a fodder like others.
