Well, that's simply false.
People have two reasons to believe so.
1) They don't want to accept that a non-Uchiha could be capable of this feat
2) They claim Tobirama said that it's impossible for a non-Uchiha.
So, what did Tobirama say exactly?
That's what he said. He spoke of activating Sharingan in the eyes, not anything about awakening Mangekyo.
This means that if Obito had given Kakashi his eye before activating Sharingan, Kakashi wouldn't be able to ever awaken it himself. HOWEVER, nothing at all indicates even remotely that you need an Uchiha brain to level-up Sharingan to Mangekyo Sharingan.
Obviously, however, this is a difficult thing to do. Only some Uchiha even awakened Sharingan, yet alone Mangekyo.
So, we have nothing to indicate it WASN'T Kakashi who awakened MS.
On the other hand, we DO have reasons to believe Kakashi did it himself, the reason being the words of Obito Uchiha himself.
May this stop that nonsense myth from spreading any further.
