And let tsunade fight Juubi Madara kishi wont even use half panel to show her defeat he would just ignore her for whole of the series if she fought Juubi madara alone.
Atleast Minato has guts to challenge such OP character in a 1 vs 1 battle but tsunade is a useless person since she had a backup of 4 other kages against edo madara who did not have Juubi powers.
As for who is better hokage then the rank would be
1. Naruto(even thou he is not a hokage he did things a hokage should have done not him)
2. Hashi
3. Minato
4. Tobirama
5. Hiruzen
6 .Kakashi(even thou he is not a hokage he did things a hokage should have done not him)
7. Tsunade

Tsunade was not the key to win the 3rd ninja war, it was minato.
And bringing the argument that she is a "medic ninja" thats not even valid coz she herself said that the 3 rules of medic ninja do not apply to her.
While Minato was the hokage no one dared to attack the village except Obito, who still got his ass kicked down.
And when oro attacked the village everyone wished that minato was alive not tsunade to be there to defeat oro.
Tsunade even needed jiraya's help to defeat no hands oro during their 1st fight.

She's a generic character with nothing notable about her .

If you got speed , you can dodge highly skilled attacks creating favorable circumstances that increase the chances of success and when it's optimized for BSM , then i doubt even Hashirma could be able to predict the next movement of the opponent .

You do realise that katsuya protected all the living and dead people from shinra tensei in like 2 seconds right? If she did not do that the souls of rinne tensei would not have bodies to return to.

Again, re-read. Tell me a hokage who could stop shinra tensei in the same scenario as Tsunade in that split moment it happened.

The only thing that got damaged were the buildings itself.

Yeah, minato can use ST barrier but in the moment could he have had time to? He wouldn't even know what the jutsu was so he couldnt attempt it.
