Does that mean when naruto chucks his rasenshuriken the power of the rasengan weakens because its not connected to the arm.

Rasen shuirken is made to throw tho. Rasen Shuriken is just a rasengan with Wind added to it. realistically, once Rasen shuriken is thrown, it should get stronger due to the Wind pick up it gets mid air. rasengan is different, It's just chakra manipulation.

It's because Minato's arm was severed, which means the ransengan's source of chakra was cut off from it. That could potentially weaken it.

this here, he was no longer maintaining the chakra control required to keep it going at 100% when the arm was severed.

This right here, along with the fact that Rasengan deals its damage by being pushed into the opponent. Minato pushing a Rasengan into Kakashi would do more damage than his severed arm flying towards Kakashi.

Minato's arm was cut off thus cutting off the chakra supply coming into the rasengan weakening it.

Minato is Edo So no sourse of Chakra his Chakra is stuned.

I am pretty sure Rasangan is already formed. Cutting the supply now means little, as Chakra has been kneaded and turned into a technique. It's obviously Deus Ex Machina doing its worse, again.

OT:

I believe Minato hold unfinished Rasengan in his hand when he got his arm with Rasengan severed.
The other point could be that Rasengan was constantly loosing it's power while loosing contact with Minato's body or it could be that Minato was not able pack enough power in such short time.

Another explanation Rasengan should get canceled the seconds after it loose contact with someone body so maybe it happened by Kishi didn't want to waste any manga panel for that but just assumed it happened so Rasengan hitting Kakashi was decreasing in power until it dissolved before Kakashi hit ground most likely

Kakashi survived because the 4th can't use a rasengan at mid/long range. The key to using a rasengan properly (the most important step) is maintaining the jutsu shape and the chakra inside as it hits its target. If the user doesn't or can't then the energy created from the justu disperse and target doesn't receive the full power of the jutsu. Jiraiya explained that to us back in part 1.

We see the justu and energy dispersed. The results are different because at that time he couldn't maintain the rasengan as it hit its target.

So, with that said it can be determined that the reason Kakashi survived was because he did not received the full power of the rasengan. Naruto is the only person capable of using a rasengan (FRS) at mid/long range. Since the 4th can't use a rasengan at mid/long range when it hit Kakashi he was unable to maintain the jutsu and the energy dispersed.
