who do you think are the strongest shinobi on element control and techniques?
fire = would be madara uchiha since they specialize in it plus there kenkai genkai amaterasu is the strongest fire release there is.
water = its a battle between tobirama senju(said to be able to release large quanty of water in an instant and also doesnt have to form more than 1 hand sign for water release dragon bullet) and kisame hoshigaki ( has the largest chakra reserves and summons sharks and can create and control bodies of water but still needs samehada for a complete form but on his own is great) you choose between legendary second hokage that was killed by the kinkkau force elite or kisame was skilled tailed beast hunter who had himself eaten by sharks like a badass
earth = kitsuchi is the most powerful earth user he has seen to take on dozens of white zetsu by himself and stood upon a mountain of dead zetsu's. punched kinkaku in six tailed beast form a good distance away. was able to make to pillars taller than the demonic statue to sanwich it and was able to make a deep trench to intrap the newly revived ten tailed beast.
wind = not that many wind user have been shown/ naruto rasengshurikan is the by far the strongest wind release seen yet, but gaara and danzo are also major wind users. i have to take gaara off the list because the sand control moves are not wind style techniques.... so that leaves danzo shimura. danzu is said to be very powerful wind user in his fight against sasuke wich is mentioned he is not fighting at full because he want to fight the masked man. even in his old age he is shown to be resilint.
lightning user = i have to argue that no one has shown great lighting ninjutsu techniques, dont get me wrong the raikage are great with lightning release armor but thats all they use, they are great taijutsu user with lightning but even then not a good show of ninjutsu. sasuke with the different chidori moves again that is just utilizing lightning as a element to strengthen weapons or ones self.
and to clarify i am making this list on everyone in there prime and at there stongest point in life. and on using element users who primarily use thouse techinigues in an ninjutsu manner and not in other jutsu manner
