Unless it's Edo Minato with Bijuu Mode Minato can't beat Yagura. Yagura simply goes V2 and above and outlasts Minato because Minato can't damage anything above V2 although he could draw with RDS.

Yagura outclasses the rest.

All the fourths are really geniuses in their own way; the raikage is a super freak(due to KKG tho), the Kazekage is a freaking genius that the whole willage depended on him to produce a jutsu that would be able to stop and suppress their rampaging tailed beast, almost all the jutsu he uses are his own creation; the hokage is another prodigy, fastest shinobi during his era, and some nice jutsus to go alongside with, mizukage was the sanbi's jin, who gave bee and naruto a hard time with her freaking mirror reflection just which is so awesome, like replicating hashi to come fight himself, that was one big jutsu I wish kishi would put effort in explaining. They're all powerful but not knowing the mizukage's power, I'd rank the hokage and mizukage slightly above the raikage and kazekage.

This depends on how powerful Minato's Rasengans are and how quick and powerful his seals are. Give him BM and he wins low diff (just look at BM Naruto's Bijudama vs 5 tailed beasts).

this was what i was thinking here. people arent thinking deeply enough about the question. those four, especially yagura, have genius levels. I thought minato at first but then thinking about the others more made me realise that yagura is a perfect jin. that cant be that easy to deal with
