All the fourths are really geniuses in their own way; the raikage is a super freak(due to KKG tho), the Kazekage is a freaking genius that the whole willage depended on him to produce a jutsu that would be able to stop and suppress their rampaging tailed beast, almost all the jutsu he uses are his own creation; the hokage is another prodigy, fastest shinobi during his era, and some nice jutsus to go alongside with, mizukage was the sanbi's jin, who gave bee and naruto a hard time with her freaking mirror reflection just which is so awesome, like replicating hashi to come fight himself, that was one big jutsu I wish kishi would put effort in explaining. They're all powerful but not knowing the mizukage's power, I'd rank the hokage and mizukage slightly above the raikage and kazekage.
