First the Edo Tensia that causes the war was founded by this dude Tobirama!! Next is Flying Thunder God better than that Fraud Minato. Shadow Clones, and this time we get yet another confirmation yet Again that he invented this Soul Forbidden Jutsu that Dan used.

Not to mention, his Suiton puts up the top notch to Kisame or Hozuki clan.

Not just he's known as a craftman, but he also done the most impressive to the village by far!

Tobirama was always the one that I've been impressed the most out of all the Hokages that were brought back but I wasn't really fan of him at that time

But now I just love this Dude like seriously he's honestly starting to become my top favorite characters that he just keeps on climbing and climbing. That's how awesome this dude is.

Tobirama's techniques shouldn't have been learnable by anybody, nobody should be able to use Edo, FTG, Shadow clones and his Dark world genjutsu, except for him. You don't see Kabuto using perfect susanoo or amaterasu or Oroshimaru using tsukyomi...
Only Uchihas can do their own techniques, but apparently every nobody can do Senju techniuqes and even "make it better than original"....

Yeah he certainly seems to have a talent for creating legendary jutsu... and he uses them pretty good as well. Kinda took a way a lot from Minato when it was found that Tobirama actually invented FTG (which I personally didn't like but oh well). But the bold... I don't think it's fair to say that about his Sutions. His first jutsu really wasn't all that impressive even if you inflate it from Part 1 standards. The actual jutsu itself isn't the main strength, but the single hand seal (again, not much use nowadays besides showing skill). His second was nifty, but those two alone should not be put on Kisame's level, who has shown much larger diversity and power in his suitons. Maybe he DOES have that skill but he sure hasn't shown it yet.

What I mean is that even if we multiplied the latest Suiton shown by 10 times its size... it's mighty powerful but alone, it doesn't have the diversity of the stuff Kisame pulls out. It pierces alright but taking it for its overall value and what not...
While he may surely have what it takes, we don't KNOW it yet. Why do we even assume he's that legendary at suiton anyways (obviously above average/ANBU level but at the highest tier for it)? A rather laughable opinion if you ask me, I can understand debating he was the second best Hokage under Hashirama and that's assuming you don't believe in the whole Prime Hiruzen hype.

Your reasons largely relied on the said jutsu you named. Doesn't seem all that impressive when you look at Hiruzen who knew every jutsu in the leaf village and was capable of using all 5 elements
