No, FTG is different from Shunshin. Its been explained in the DB. The scans that refers FTG is Shunshin is mistranslated. Viz is most accurate and none of its scans says FTG is Shunshin. The bold is irrelevant as Minato himself marked the area after he made it there with his his Shunshin/speed.

The FTG technique is instantaneous. You can't be faster than instantaneous. However, one could be more skilled in using FTG technique, and I'm guessing that Minato is the most skilled one here and thus making it seem as if he is faster which is false.

Actually, there is no such thing as instantaneous. It's just that the time it takes is so ridiculously small that it can't be notice or can't even be considered. So, when this happens, is called instantaneous.
In this situation, however, both techniques, both FTGs are like that, so both are "instantaneous".
And I think minato is more skilled with FTG because he displayed faster reactions and speeds. So his atacks and movements after FTG are better than tobirama's.
RS-Obito blitzed Senju bros... Hashi was a clone but Tobi wasn't and didn't jumped either, that wasn't intentionally but he used that instance for his multiplying exploding tag jutsu...
RS-Obito[with that anti-ninjutsu stuff] also tried to blitz Minato, but Minato managed it out of there at expense of his arm...
Had it been the same attack while blitzing Senjus, Tobirama was dead already even with his FTG...
No one has seen Juubito move to that point. And if I was not mistaken, Hashirama and Tobirama were talking to each other before hand. So while in mid blitz by the fastest character seen, Tobirama tagged him five times. Fastest reaction feat in the manga to date.
Minato has far better reflexes than Tobirama[going by feats], that gives an impression that Minato could have escaped that ownage Madara gave to Tobirama...
Combined with his high reflexes and very frequent and fluent usage of FTG, at least IMO Minato is a better FTG'er...

If the jutsu really was instant, why didn't Tobirama use clones when he was using mutual transfer technique with Minato, and said that with clones it's slower? I don't think it's instant actually, probably a hyperbole.

If that's the case, then Tobirama could have been referring to either or both. Regardless, he said "better" in the viz scan, so I'm going with activation speed (time before jutsu is cast). Just because they didn't get there through FTG, doesn't mean that Minato and Tobirama didn't previously compare their techniques, just saying.

Tobirama said its too slow to slow and isn't instant when you use clones.
When Minato used his clone jutsu and FTG to slash Obito, it was instant.
Which means Minato > Tobirama if I do say so myself. Tobirama was stating that from his perspective not Minato's, though he wanted it to use it with Minato because he would have gotten killed and reacted to with his clone and FTG.
Though Minato did get slashed by Obito, but unless Obito move is instant (which it isn't) then nothing can counter FTG:

But to be honest I'm completely confused atm with FTG and body flicker....because Rin called Minato's FTG body flicker, Tobirama does, and idk man. But I think Minato's is one and the same....maybe even a combination of the two :/

Oh also as for the "shunshin" argument, Tobirama stated Minato was faster than his current self.
Also, people wanking over "Tobirama was confused"... yes people stating something that you shocked about and saw someone else using the same technique as you is completely getting confused. Because hey we just can't be surprised that we saw someone doing the samething as , we just have to be confused. (referring to Tobirama commenting on Minato using FTG with clone.)
