Am gonna have to get some scans? I didn't think I'd have to since you guys read the manga.
Rabac definitely isn't smarter than Akame in battle or outside of battle. They are both young so of course they'll be a little naive outside of battle, but in battle Akame is smarter and more experience. Rabac can be clever with his ideas but he's not smarter battle wise. Even the forms he creates with his teigu aren't even creative.

He defeated 2 Rakshasha demons alone. His Teigu needs high precision. He aimed for the big guy's heart and destroyed it in an instant. The girl had very high speed and he still managed to detect her and pin her down. I think it speaks for itself. His Teigu needs precision, i repeat. He is smart enough to play dead for a long time and then launch an attack. Really, Rabac is underrated here..

Her brain works and responds faster with the best choice, which makes her smarter. In all of rabacs fights he has to think up multiple forms before he gets one to work. For instance in his fight against those two demons, he created claws for some reason first, which was absolutely useless and dumb because he's not a close range fighter and is up against two people. Not smart. Then he had to run away to think of something next and he makes an axe...come on now.
He's not underrated at all, I think he good but he's not smarter than Akame. His teigu takes him having to be creative with ideas, he can be clever sometimes but he doesn't process his actions or situations in battle as fast as Akame which make makes her smarter. It takes her less then a second to process her next move and what her opponent will do. She doesn't have to keep trying multiple strategies because her first strategy usually works.

It's clever, but that's easy to process. Make a shield or make armor, is what anyone would make to defend themselves.

Akame can think fast only if her first plan works. If not, she's down. Rabac plans his moves ahead of his enemies and can get out of any situation. If Akame was in his place, fighting with the 2 demons, she would've been dead by now. Rabac used any opening he had to plan his future moves. Being fast and quick-witted is not the only thing that counts in a battle.

Well it's hard to say since it didn't happen but I honestly believe akame has the skills to take both of them. Especially since they were kind of dense and also slow. Being fast and quick witted are the most important things in a battle, any great fighter in anything possess these qualities even levi from AoT, you have to be able to process your thoughts fast or you'll get hit, and not only that but you have to be able to execute them in a quick precise manner.

There is a difference, not killing means you have to go slower and a weaker attack. Esdeath killed a guy by kicking him while having her legs crossed, the kick she did against them are mediocre.
