Its pretty obvious if you ask me. Why would Tobi send Sasuke to kill Danzo at the 5 Kage meeting when 15 of the best ninja in the ninja world are going to be there? Because he wants Sasuke to fail.

Sending Zetsu there to notify the Kages of Sasuke's plan ensured Sasuke's failure. At the same time Zetsu was able to save Sasuke by using his jutsu where he sucked up the Kage's chakra and transfered it to Sasuke.

Now why did Madara want Sasuke to fail? Again, simple. Madara wants Sasuke to achieve the EMS. The only way for Sasuke to do this is take Itachi's eyes. By having Sasuke fail at killing Danzo he is going to convince Sasuke that without the EMS he will never achieve his goal.

Thus, Sasuke will take Itachi's eyes, and achieve EMS.
