I believe manga hype when I see manga feats.

It's the same concept with Hashirama. I didn't believe his hype from Madara til I saw his feats in VOTE. After that, it was easy to tell that Hashirama deserved all his hype. A few more feats and I'll accredit Hiruzen the same thing.

Have you ever stopped to think, that Kishimoto's giving the character who stated that Hiruzen surpasses the other Kage ,some depth in that character. He's entitled that character to have an opinion of Hiruzen. This makes the character who stated this less one-dimensional.

Since your so good at looking up definitions I suggest you go look up the word opinion, and also do some research on what character development means.

You can't use something that Kishimoto wrote FIFTEEN years ago as evidence that something is true now. It's obvious that he didn't plan that far ahead. Things change as the series advances.

kyubi attack hiruzen around late 50 or 60
and I believe prime age is around 50 for a normal ninja like jiraiya or hiruzen
then sarutobi in his 60 is nothing near to that hype
