It looks like Envy from Fullmetal Alchemist: Brotherhood

I don't remember that scene though so it is probably from the original FMA. (There are two versions, FMA and FMA:Brotherhood. Most people will tell you that Brotherhood is better because it follow the manga while the original is mostly filler.)
The first image is Wrath vs. Gluttony (Wrath is the kid and Gluttony is the Monster).
From the FMA Movie: "The Conqueror of Shambala"
The original series has 52 episodes, and the Movie is basically a 90 minute "Episode 53" that completes the series.
Hope this helps
Full fight below if you want to watch it. (Contains spoilers if you haven't seen the original FMA). Your clip is at 02:27.
That's just simply not true. The 2011 one only has the fact that it made it further into the story, the 99 version had better art, stuck to the story better(yea I said it, 2011 adds in so many created scenes
like Kurapika and Leorio getting tricked by Tonpa in stage 1 of the Hunter exam
and leaves out others such as Gon meeting Kite in the first episode
and
Leorio not opening the gate at Killuas house on his own
How are you going to make a character Gon knows have a reunion with him when you never bother to show him in the first place?
, idk what it is that changed but Gon's hair looks dumber in the 2011 version, 2011 has unnecessary recap episodes.
1. Fullmetal Alchemist (2003)
2. I'm pretty sure that's Hunter X Hunter or something, I don't watch that anime, but judging by its art, it seems like it.

First of all the art style is subjective. I like it better and tons of others will agree with me. But the new one is just so much better in quality and animation, that is not something that you can disagree with.
You say it adds "so many" scenes, and that the older version follows the manga better. Now that is just plain wrong. The older version had fillers.
So your first point is subjective, and your second point is wrong. And you know you;re nitpicking when one of your cons is that it has one recap episode and that Gons hair looks stupid.
If OP is even gonna watch it here is the difference. I'm being completely fair here.
1998
-Old animation (1998)
-Takes its time with things
-More added scenes and filler episodes
-Slightly darker tone
-Shorter (ends on the 4th arc)
2011
-Great animation
-Faster Pace (manga pace)
-Follows the manga better (with the exception of a few very small scenes)
-A little lighter tone at the beginning (the darkest arc is not even adapted in the 1999 because it ends before it starts.)
-Longer and still ongoing (its on the 5th arc, arguably the best arc yet)
