1. Sasuke only managed to match juugo because he was fused with juugo, and i believe ahd some of naruto's chakra.
2. Itachi showed better reactions and instincts then Sasuke during the Kabuto fight.

Not only that,Obito was flying while fighting Naruto and Sasuke so we shouldn't compare it with his foot speed. Both of them are hopeless against Brainless Obito.
Sasuke never managed to keep up with BM/KCM Naruto's full speed,Naruto was running with his normal speed while they are trying to attack Obito.

After fighting itachi, he healed. Then he awoke his MS(which by the way, madara stated that would help him to have faster movements)
Then he fought bee. Then he as healed. Then he fought the kages, including raikage. He awoke susanoo. Then he fought danzou and awoke V3 and in the end V4.
Then he healed and got itachi's eyes. Then he fought kabuto. Then he fought juubi clones and juubi, then juubito.

Seems to be enoughof battles for him to improve his speed.
Sensing alone when youre too slow is pointless. He sensed juubito, and he was able to keep up with him. And what about when juubito had to use that black thing to shield himself? This shows he's fast. Not as fast as juubito, but it's a feat. A feat itachi doesn't have.
