What you dont take in to consideration is that CT at its core is an entity of anti gravity, and in physics such thing does not exist, the output and the earth escape velocity does not apply in that sense Hago is not pulling the rocks its the work of the core of CT. The gravitational force of Hagoromo's CT has to be strong enough to pull in the rocks into space. If the rocks do not reach minimal escape velocity, than the gravitational force would not be strong enough to pull it into space. We do know that the moon was successfully created, so yeah.
