And yes, you create lightning by manipulating your chakra, inducing a vibrating effect and mimicking it into currents of electricity. You turn your chakra into static which will draw in the protons and neutrons from all around us, and by having those sub-atoms, the atoms are vibrating. Tell me more about combinations of lightning and tell me what do you mean by lightning is rarely used as a defensive element when Kakashi's Raikiri basically means "lighting cutter"

Lightning can be used in various ways in combination with techs as well as nature transformations. I can use lightning to channel increase sharpness of my blade and hence improving damage due to my kenjutsu techs. Kakashi's raikiri as you said is a lightning cutter and hence cut through various objects, but it can't be used to defend the user against Kenjutsu moves unless and until I have sword through which I can channel through my lightning.'
