the sage not only divided the power to juubi into the bijuus , he also divided the his soul of powers whatever u call it into the beasts, thats is what he meant by "always be together"
"and one day you will become one"
he never meant that they will become the juubi once again, he meant that his soul or power will become one that day.
actually he made this fail proof plan, he wanted the tailed beasts to choose his true descendant, who they themselves will elect as the true sage of 6 paths in that case the most powerful one will not be evil and can lead the world peace. Madara is not the true descendant. this is also why juubi can see the rinnegan within naruto which is actually rikudou's
