Because he's commonly known as Rommel's Whirlwind. Not many people know that he and Cavendish are the same person. It are the ones who do know who probably gave him that name or, the other way around, that only the ones who realized that they are the same person, got to know the real name of Rommel's Whirlwind.

I wasn't thinking it was a narcolepsy problem... I thought he induced the sleep, even if he wouldn't be able to control his alternative personality... Well, still, I'm intriguided, would love to see more about the Kamaitachi of Rommel (excellent name!)
VA Bastille pretty much implied that Cavendish is aware of his alter ego, so it might be possible he can force himself to sleep and release Rommel, but even in that case it's still possible that he randomly falls asleep outside his own will and releases Rommel. I mean Rommel is the opposite of Cavendish. Cavendish likes showing off, however barely anyone is able to follow Rommel, who is in terms of abilities is superior to Cavendish. On top of that after Rommel is done, he falls asleep too, so for Cavendish there wasn't any real point in releasing Rommel. I think we can conclude from that that Cavendish can fall asleep on a whim outside his own conscience.
narcolepsy i think thats how its spelled. anyway my moneys on that. i also thought it was buggy but i am waiting patiently too see alvida as i believe she will be a huge character too contend with now. she has the slip slip fruit which almost made me think it was her.
What next?
I know the possibility of that is about as big as Kaido giving birth to Doflamingo's baby but just the idea about i is so horrible I simply had to write that
