Personal favorite is Makise Kurisu from Steins;Gate. That being said, Motoko Kusanagi from Ghost in the Shell is still the best female character in anime, hands-down.

Also, way too picky with the criteria, girl. Not all that stuff (or lack of it, in some cases) makes a good character.

Maka Albarn from Soul Eater. You just described her. Yes, I'm biased because Soul Eater is my favorite manga, but it's one of my favorites in part of their great characters. Maka's awesome.

Yoruichi from bleach definitely. She shatters that list and surpasses it by at least 10 requirements for awesome.

my fav is Nami because I love her personality, the is also probably my 2nd fav SH, the attitude is at times like my gf's, she can be calm and collected when needed but has a few outbursts of brief rage (in a funny way), she's smart and puts Luffy and the rest in their place when they are being idiots (again, in a funny way) and I like her specialty: navigation (even though my profession is physics I always loved pouring over maps)

Don't know why I am replying to you this late now but yeah, you are right. I mean, when I wrote down those rules what I meant was female characters who are developed well, they don't always have to follow all those rules but there are many female characters who lack many of these attributes and don't come out as the best characters. But these are just my opinions and yes, many of them don't have to follow these rules to be good.
