Underrated: Orochimaru, Sage Mode Naruto, EMS Sasuke.

Overrated: Itachi, DSM Kabuto, Minato.

People tend to assume Minato can easily "speed-blitz" anyone, or that Itachi can easily land a hit with Totsuka on a whim, or that Itachi's Genjutsu is unavoidable and unbreakable. People overrate Itachi/Minato's stamina when it suits them. People hype "healthy Itachi" (much like "Prime" Hiruzen) and create unrealistically high hypothetical expectations. These same people would not, for instance, entertain the possibility that Sasuke could land a fatal blow with an Enton blade.

My only complaint about public perception towards Sage Mode Naruto is that people often get confused regarding the "Three Kagebunshin Limit" and "Two Rasenshuriken Limit" that Naruto had against Pain. That limit was only present because creating more clones would disrupt the clones being held in reserve to refresh Sage Mode. If Naruto went all-out, he could have his full chakra in Sage Mode to create far more clones, Oodama Rasengans, or fire more than two Rasenshuriken. Essentially, we've never seen Naruto go "All-out" purely in Sage Mode; the closest we've seen is when he fought Kurama in his head, and it's hard to say whether that battle was actually an accurate representation of Naruto's power or whether it simply reflected his mental state.
