EMS Sasuke decimates Tobirama and a weaker Uchiha like Itachi can beat him as well.​

Does your butt hurt just because I stated that Sasuke can beat Naruto? Sorry, but the manga is portraying them as equals. Both of them can beat each other, I just sided with Sasuke. Stay mad.

And Itachi IS beating Tobirama with medium - high difficulty if you don't give him fanfiction Edo Tensei and just give him a single fodder Edo Tensei.​

Tobirama isnt underrated or overrated. He's just on the level that he is.
Its only because he was given recycled jutsu that others have shown better usage of it (Minato, Naruto, Kabuto), he's not shown much recognition because its not exciting. Probably a reason as to why Kishi made him look more badass with the recycled jutsu instead unlike the former(s).
