Best way to compare it to is this: Minato created Rasengan, his base rasengan is better than Jiraiya, Naruto or Konohamaru. Kakashi invented Chidori and improved it to Lightning blade which is S rank while Sasuke's chidori is A rank. Hashirama was the first shinobi shown to use wood jutsu and it's better than Yamato's. These are a few example where the creators were better at their jutsus than their students or copies (Yamato) because they had a better understanding on the way it works since they created it.

Tobirama not only created the jutsu but also lived in a time of constant war where all the ninjas haad to be at their strongest to survive so he would have been reviving stronger ninjas than what current ninjas level are at. There's a reason Kabuto and Orochimaru have been reviving the old Kages and not other nameless ninjas, the kages all lived through a war or two or in a time of constant war.
