It's not a rule of course,but through the whole manga only the Uchiha have it. Except Nagato,but those are Madara's eyes. And If Sasuke and Naruto are a replica of Two sons of the sage than one has the body(Naruto) and the other one eyes(Sasuke). So it would be only logical that all eye power ups go to Sasuke. My opinion.

Obito could've awakened it even with one eye, he had a senju body with an Uchiah eye.

He just isn;t going to live long enough to reach the level needed to awaken it.

If you wanna get technical, it's the special chakra that sprouts in the brain when an Uchiha experiences dispair which then affects the optic nerve, changing the appearance of the iris.
