While still officially being ranked as a genin, Sasuke is hailed as a brilliant ninja, even by the battle-adept Uchiha clan's standards, showing an undeniable prodigious talent and keen intellect to excel at all that he does from early childhood. From this, he finds little difficulty in more challenging tasks as seen during his time in the Academy. Scoring the highest in the performance tests and one of the highest in written tests, he easily graduated at the top of his Academy class. Sasuke has great knowledge if not proficiency in many of his clan's techniques, despite his lack of formal training by relying solely on his innate talent and determination. His abilities have been compared to various remarkable individuals like Kakashi Hatake, who was also hailed as a genius since childhood. Various powerful shinobi have commented on Sasuke's potential, stating that he can with time surpass the likes of Itachi Uchiha, Nagato, and even Madara Uchiha. Orochimaru also noted that Sasuke is far stronger than he was at the same age when he was training Sasuke in Part II.
After awakening his Mangekyō Sharingan (despite not being fully healed from the battle against Itachi), Sasuke proved able to stand against Killer B, Gyūki's jinchūriki and an extremely powerful ninja, who praised Sasuke as one of the strongest ninja he has ever faced, despite Sasuke's inability to defeat him. After fully healing and further adjusting to his Mangekyō Sharingan, Sasuke proved able to hold his own against at least two Kage, their respective bodyguards and various samurai warriors. He also fought on even grounds with Danzō, another Kage-level opponent, while generally controlling the pace of the fight, and ultimately defeated him, even surviving against the elder's repeated use of Izanagi — a feat that later earned him praise from Itachi.

It is performed by moulding superheated chakra inside the stomach before releasing it via the lungs and mouth. There are also variants to this in the form of some mediums such as the use of gun powder, ash, explosive tags and chakra flow into a weapon.
How Sasuke could use this ability against Tobirama? While it indeed isn't much of a threat to Tobirama himself, Sasuke can use his Katon to counter Tobirama's Suiton.
Raiton affinity.
Lightning Release (雷遁, Raiton; English TV "Lightning Style") is one of the five basic elemental nature transformation techniques that allows the user to generate lightning by increasing the high frequency vibrations of their chakra, allowing for piercing damage and fast movement. The electricity paralyses the target so that they are unable to move and leave them vulnerable to a finishing strike.
How Sasuke could use this ability against Tobirama? Sasuke can use his Raiton to further advance his CQC capabilities if Tobirama were to come close to him by using various Chidori shapes or Raiton can be used to counter Tobirama's own natural affinity; Suiton. It will also help him deal with Tobirama's Hiraishin a little bit better.

He draws natural lightning directly from thunder clouds to supplement the power of his strike and controls it with chakra. Unlike most techniques, which are based on the user's chakra, this one uses natural lightning, which — as noted by Zetsu — reaches the ground in 1/1000th of a second. However, the preparation time required also decreases the technique's efficiency. If there are no active thunder clouds, the user must create them by using powerful fire techniques to produce the necessary storm conditions. With techniques such as Amaterasu, even stronger storm conditions can be made.
How could Sasuke use this ability against Tobirama? Just like stated above, Kirin is a one-shot technique which would allow Sasuke to bypass Tobirama's Hiraishin if needed.

Sasuke Uchiha is also able to summon his own large hawk, which he can use for flight. Sasuke used his hawk to deflect Danzō's wind technique. The way he acquired the contract to summon hawks is unknown, something Tobi commented on.
Aoda (アオダ, Aoda) is an inhabitant of the Ryūchi Cave and the personal summon of Sasuke Uchiha. As a snake, Aoda is extremely fast and nimble, successfully moving through an entire army of the Ten-Tails' clones, while evading all of their attacks.

However, the primary difference between the two is that the effects of genjutsu are illusory; instead of attacking the victim's body, like taijutsu or ninjutsu, genjutsu techniques manipulate the flow of chakra in the victim's brain, thus causing a disruption in their senses. According to the Second Mizukage, genjutsu fittingly falls under the broad category of Yin Release.
Amaterasu.
Amaterasu is the highest level Fire Release technique, and is noted to be Itachi Uchiha's strongest ninjutsu which stems from his dōjutsu. Sasuke Uchiha uses this technique when manipulating the unquenchable black flames of Amaterasu, fashioning them into various weapons and defences. This nature also allows the user to extinguish these flames. After entering its final form, Susanoo gained an orb of black flames, which serves as an alternate source of flames to manipulate with this nature.
The Susano'O is the third ability granted by the Mangekyō Sharingan to those who awaken the abilities Tsukuyomi — which symbolises the "Spiritual World and Darkness" and Amaterasu — which denotes the "Material World and Light". It creates a gigantic, humanoid being that surrounds the user. As one of the strongest techniques granted to those that have acquired the Mangekyō Sharingan, it is the user's guardian deity, but at the same time, it consumes the user's life.
How Sasuke could use this ability against Tobirama? The Susano'O would without a doubt grant Sasuke the defense needed against some of Sasuke's techniques along with a good offense if used along with Enton.

The manipulated flames of Amaterasu are used to cover the ribs of Susanoo with the flames, surrounding the user with a shield of black fire. In addition to the damage it can inflict, this technique has the psychological effect of causing melee enemies to hesitate to attack the user.
Enton: Susano'O Kagutsuchi.
An application of Kagutsuchi through Susanoo whereby the eternal flames of Amaterasu are formed into weapons from the black orb held in the secondary right arm of Sasuke Uchiha's Susano'O. Of the weapons comprised of these flames is a sword, which was used to stab and incinerate White Zetsu, slice through Kabuto's Spider Web Unrolling technique and other large defences with relative ease, leaving the black flames to consume what is left. Additionally, magatama-shaped projectiles that can be unleashed in volleys, and large arrows that can be fired from its bow.

As a Hokage, Tobirama was an immensely powerful shinobi and was hailed as one of the most powerful shinobi of his era. Even as a child, Tobirama was noted to be a skilled shinobi by Madara Uchiha. As an adult, a testament to his prowess was such that he was able to defeat and ultimately kill Izuna Uchiha, a shinobi whose own might was said to equal his older brother Madara. Danzō also stated that during his reign as Hokage, there was no shinobi who could match his prowess. His skills were held in such high regard that one of the ANBU captains found his power hard to believe, even having high doubts that the Third Hokage could defeat both him and his brother despite the Third being revered as the God of Shinobi. The fact that Tobirama wasn't brought back with his full strength at that time furthermore emphasises his might.
Due to his Senju lineage, Tobirama inherited an extraordinary life force, as well as powerful physical energy. Likewise, his chakra was also shown to be remarkably strong as he was able to crack a wall by simply placing his hand on it and releasing his chakra through it. He was also able to resist the control of Orochimaru's Summoning: Impure World Reincarnation, until the latter used Hashirama's DNA to strengthen the control. Likewise, Tobirama had especially large reserves of stamina and chakra due to his lineage, and was shown capable of fighting for nearly an entire day against their rival clan, the Uchiha. Tobirama also displayed considerable chakra control, and was able to use both the Water Release: Water Formation Wall and Water Release: Water Dragon Bullet Technique, with a single hand seal, while the latter of these techniques usually require a multitude of them.

How Tobirama could use this ability against Sasuke? Considering that Sasuke is a Katon user, this would help Tobirama put out Sasuke's Katon and if lucky, this might even hit Sasuke himself.

This defensive technique creates a wall of water around the user. Enemy attacks are completely intercepted by a fence of water blown out from the mouth, and is raised from below with tremendous might. The water is blown out in the form of a circle around the user, and it makes for a defence without openings. It is also possible for the user to control the amount of water and duration at will. The vessel will then take on the form that person had in life, thereby reincarnating them to do their summoner's bidding.

Of course, both of them would start off without any of their jutsu being active so Tobirama himself wouldn't have any Hiraishin markings placed on the ground, yet. In order to fend off Sasuke, he'll need to use his Suiton techniques instead, giving Sasuke two options to counter it. He can either, one; Counter the Suiton with a simple Katon, turning it into nothing more than mere steam or two; predict the Suiton's usage and counter with a Raiton which would without a doubt paralyze Tobirama, allowing Sasuke to kill him.
And lets not forget, that much like he did against Deidara's explosives, Sasuke can easily counter this by simply evading it with his Shunshin. Now, I assume that people will state how Tobirama can easily create Suiton out of nothing so he doesn't need to 'prepare' the Suiton first, however, that is incorrect. Tobirama never did create a Suiton out of 'air' or out of 'nothing', he had to spit out the Suiton first before doing anything with it as shown in the manga. [
Sasuke's Shunshin:
Sensory capabilities won't help Tobirama much here since sensors simply cannot sense and fight at the same time because they cannot knead Chakura for sensing while fighting. [
Moving on. Now Sasuke will be left to deal with Tobirama's Hiraishin, probably the most bothersome technique in Tobirama's arsenal for Sasuke. However, since Tobirama's markings are made out of pure Chakura, the Sharingan will have no trouble seeing them since the Sharingan gives color the Chakura. Once Tobirama teleports once or twice, it won't be hard for Sasuke to realize that Tobirama was teleporting to the markings so he'll know that he needs to deal with the markings right away. Anyways, Sasuke has multiple ways of countering Tobirama's Hiraishin.
A] Knowing how dangerous the Hiraishin is, Sasuke will keep his distance and activate the Susano'O along with the Susano'O Kagutsuchi which grants Sasuke the ability to make various shapes out of the Enton orb on the Susano'O's hand. First, to erase the danger of Tobirama ever getting near to him, Sasuke can summon both Aoda and his Taka to the battlefield, letting Aoda go underground and attack when needed while Sasuke himself takes flight on his Taka with Susano'O being activated.
Aoda, himself, can now easily get rid of these markings by simply ripping throught the ground and destroying the ground on which the markings are set on or if needed, he can devour that part of the ground.
B] With the formulas (markings) gone, Tobirama will be unable to teleport to anywhere now. However, Sasuke himself can easily get rid of these markings as well by simply using the Enton Yasaka Magatama which would result in all of the markings being hit along with the few Magatamas being shot at Tobirama, since Tobirama won't be able to teleport to any of the markings due to the Enton being on them now, he will get hit by the Enton Magatama.
Or he could activate the Enton Kagutsuchi to spread the flames all over the markings.
C] Genjutsu is one of the ways Sasuke could use to bypass the Hiraishin. Considering that Tobirama already looked into the eyes of an Uchiha that is supposed to be superior to Sasuke multiple times, I see no reason as to why he won't look into Sasuke's eyes.

Moving on. Now Sasuke will be left to deal with Tobirama's Hiraishin, probably the most bothersome technique in Tobirama's arsenal for Sasuke. However, since Tobirama's markings are made out of pure Chakura, the Sharingan will have no trouble seeing them since the Sharingan gives color the Chakura. Once Tobirama teleports once or twice, it won't be hard for Sasuke to realize that Tobirama was teleporting to the markings so he'll know that he needs to deal with the markings right away. Anyways, Sasuke has multiple ways of countering Tobirama's Hiraishin.
A] Knowing how dangerous the Hiraishin is, Sasuke will keep his distance and activate the Susano'O along with the Susano'O Kagutsuchi which grants Sasuke the ability to make various shapes out of the Enton orb on the Susano'O's hand. First, to erase the danger of Tobirama ever getting near to him, Sasuke can summon both Aoda and his Taka to the battlefield, letting Aoda go underground and attack when needed while Sasuke himself takes flight on his Taka with Susano'O being activated.
Aoda, himself, can now easily get rid of these markings by simply ripping throught the ground and destroying the ground on which the markings are set on or if needed, he can devour that part of the ground.

B] With the formulas (markings) gone, Tobirama will be unable to teleport to anywhere now. However, Sasuke himself can easily get rid of these markings as well by simply using the Enton Yasaka Magatama which would result in all of the markings being hit along with the few Magatamas being shot at Tobirama, since Tobirama won't be able to teleport to any of the markings due to the Enton being on them now, he will get hit by the Enton Magatama.

C] Genjutsu is one of the ways Sasuke could use to bypass the Hiraishin. Considering that Tobirama already looked into the eyes of an Uchiha that is supposed to be superior to Sasuke multiple times, I see no reason as to why he won't look into Sasuke's eyes.
