why wasn't Onoki flying all the times while attacking Madara

During Gokage fight with Madara, why wasn't Onoki flying all the times and using jinton from Above ? He could had been a real danger but he didn't . This means Kishimoto is deliberately downgrading irrelevant ninjas just to make his favorite character strong.

Onoki didnt had to spam jinton. Only presence of Onoki in the sky would distract Madara tremendously.+ by that way Onoki will be totally safe from Madara's attack . Gara , mei attacking from long range, while onoki from top and raikage + tsunade attacking from close range would really give madara a hard time

But if you notice in that fight onoki needed to be close to the kages to protect them more than once

He was taking care of them going alone far away will get the kages killed .

He tried to make a surprise attack with Jinton from behind whilst hovering, doesn't make a blind bit of difference.

It's of little importance where Onoki aims from, it all comes to the same result.

Besides, that flying technique must be ninjutsu, and ninjutsu uses chakra.

You think this is the first time he's done that? He does the same thing with jutsu's. He introduced izanagi because kawarimi was too over powered. Also The only reason black zetsu came back was to distract kakashi because currently kakashi would one-shot madara
