Just how powerful would Itachi be if he had EMS and PS(full control like Madara)

He does indeed have low chakra resverves.. I never said I based it off his stamina though so I don't know why the hell you brought that up. I go by what I saw in the manga so unless you show me itachi's chakra being high I won't be convinced.

Itachi had great potential as he could have indeed reached the top 5 if he ended up getting EMS, developing his susanoo to the absolute final stage like madara and had no stamina issues.

Unfortunately, itachi was never able to reach this potential due to his low stamina which only limited him to use 3 MS techniques at a time until he would be too exhausted to battle. Even if he got EMS from sasuke somehow, it wouldn't make too much of a difference as his stamina heavily hindered his ability to reach his potential.
