When it comes to speed, what rank is Sasuke in?

I say at number 11. What do you guys think?

This counts kcm, sm, gates, etc.

Though if it was just basic foot speed without powerups, I put him Below Minato, Tobirama, Gai, 3rd Raikage, and maybe the fourth Raikage or Itachi (both really close)

In speed, Sasuke is extremely fast. Not many people can beat him in speed. In the Naruto world he is definitely top tier. People that are alive that can beat him in speed are probably only A, B, and Naruto. Though Sasuke would be able to react to their speed, since he reacted to juubi jin speed (given enough time) with his EMS being able to read their speed.

Why not? Foot speed has very simple definition. Its the speed that characters can produce while moving on their own two feet. Sharingan doesnt make one move faster, just makes it easier to dodge. Two different things.
