When it comes to speed, what rank is Sasuke in?

That may be true, but think of it this way:

1. Obito: Jubi jin speed
2. Naruto: bsm speed
3. Minato: already the fastest ninja besides Bm Naruto, and that's without Kcm
4. 3rd Raikage: even faster than Ay
5. Ay: ridiculously fast in lightning armor
6. Gai: 7th gate speed
7. Tobirama: lesser Minato
8. Madara: sm apparently
9. Hashirama: sm speed
10. Lee: 5th gate speed
11. Sasuke: no power up speed.
12. Itachi: prett much the same speed as Sasuke

Why not? Foot speed has very simple definition. Its the speed that characters can produce while moving on their own two feet. Sharingan doesnt make one move faster, just makes it easier to dodge. Two different things.

What about if kiba is on all fours? He managed to get behind tobi and attack before anyone else even realised where tobi was (or that kiba had left for that matter). The attack failed miserably but it doesn't detract from the fact he managed to get a (!) out of tobi signifying he surprised him with his speed.

3rd Raikage isn't faster than Ay, so he needs to move down, in fact, SM Naruto had no problems dodging his attack and then counterattacking but SM Naruto got blitzed by Madara, so Madara should be far above the Raikage in speed.

It's actually impressive. Sasuke is very fast [raw speed] without any Lightning armor, Tailed Beast, Gates or other modes.
