3rd Raikage can shape black lightening into any animal(idk..)
2nd Mizukage can use all Hozuki feats shown in the manga.
Muu can use all jutsu Onoki had displayed.
Nagato cannot summon Mazo

As in character, he usually prefer not to use it in battle. So ill say no. Ill edit the conditions if necessary

The Kages most likely win. Clam Genjutsu renders Nagato unable to target any of the Kages or defend against any of their attacks. From there Nagato could easily get owned by anyone of the Kages attacks, before he realizes he's in a Genjutsu. If he does realize before being killed than he could try a battlefield wide Jutsu like CT to get rid of the Clam, but Mu should be able to bust CT's core w/ Jinton; the other Kage can also help in this regard w/ their attacks. CST could be a problem but Mu would most likely sense the build up of chakra for such a large ST and simply warn the other Kages, than Yondaime Kazekage could defend them w/ Gold Dust Spheres; and Mizukage + Sandaime Raikage would be able to tank it anyway. Than Nagato would be left w/ a long recharge time on Deva Path, and he'd be screwed against the Kages.

So yeah Kages win this, their powers are simply too diverse and hax.

Okay Nagato wins high difficulty.

Preta path will suck up any black lightning and jinton so Mu and 3rd Raikage aren't significant threats. Nagato's levetation allows him to avoid 4th Kazekage's gold dust and 2nd Mizukage's Joki Boy, which is an attack that can also potentially hit his own team mates.

3rd Raikage's durability means that he won't be taken out that easily but in the end, Nagato can suck out his soul just like he was going to against Bee and Naruto who are faster than him.

Nagato's army of summons can hold their own against the kages allowing Nagato to prep CT once Muu is taken out giving him the victory. A simple shinra tensei or Asura path missile can take Muu out although now that you give Muu all of Onoki's doton feats, it will be hard to do so.

Like he will use that right off the bat. And who is to say that Gold Sand doesn't tank it? C3 is a village buster as well as CST. Gold Sand > Regular sand for defense.

Nagato has to actually know an attack is coming to use Preta, that's why he didn't just have Preta activated to absorb Itachi's Amaterasu Flames, becuase he didn't know the attack was coming as he thought Itachi was on his team. Nagato won't know an attack is coming if the Clam's Genjutsu is in place and he'd also struggle w/ a Mu invis attack for the same reason. Also there are plenty of physical attacks the Gokage are capable of that can end Nagato. Such as Mu slicing his head off w/ a sword or Sandaime Raikage beating him to a pulp w/ his immense physical strength. Finally Preta realm does not work on things like Gaara's Sand, we saw that here:

The Genjutsu is Cast by the Clam, not the Mizukage. The fact that the Clam can also cloak the position and generate Mirages of the Mizukage, already demonstrates that it can be utilized on teammates, since Mizukage is the Clam's teammate.

Nagato can use multiple paths at once and edo's can't attack their fellow edo that is how amaterasu lands on him, physically touching nagato is suicide thanks to soul rip. Nagato can also utilize his rain no jutsu to track them. Bijuu ball, frs and magamata is stronger than any attack they can dish out.
