So since Kakuzu could tap into the elements of the hearts he quired does that mean he could use it on people who had kekkei genkai? or could he combine then to form a kekkei genkai? just a thought if so his position on the ladder could go up

He didn't learn any Kekkei Genkai simply because the power levels at that time weren't that high. Kakuzu would have been overpowered if he did indeed have Kekkei Genkai, and the Hidan and Kakuzu arc was rushed so Kishi didn't really have time to create a big battle for Kakuzu or show his battle against Hashirama. Hence why Hidan is so weak compared to the other Akatsuki members such as Kakuzu. It's the same reason as to why Sasori didn't use the jutsu of his other Human Puppets.
By all logic, he should have had the ability to utilize the Kekkei Genkai of a shinobi if he inserted the shinobi's heart into himself. Seeing as the heart is the chakra source of the body, and seeing as he gains access to the chakra nature of the opponent by using the heart, then yes, he would have the ability to do so.
However, obviously, this is only speculation, seeing as we haven't actually seen him do it. For all we know, perhaps this was not a viable option for some reason.
