Villain is a threat to the world.In this case Ninja/Shinobi World.
Just because he is going to fight Naruto doesn't mean he will be a villain

He just said it will also be about him. He didn't say Naruto will fight him, let alone him being a villain.

Of course, we always knew at the end the relationship between Naruto and Sasuke will be concluded one way or the other.
