Actaully it would be just as much as her power as it is naruto, if Kuruma allows her to gain access to it power then how is it any different from Naruto doing so, both of the are sort of genetically the same. seeing as how Tsunade most likely have Kuruma Chakra in her system as well, thanks to Mito, so given her Kuruma chakra is nothing more than like adding chakra to her system. As it is with Naruto's.
