What makes Naruto and Sasuke equals?

Sasuke only needs two things to be on Naruto's level. Kishi intending them to be equal, and Kishi in universe acknowledging them as equal by either having them tie in a fight or have someone who knows the limits of both their power saying that they are equal. Giving Sasuke actual feats wouldn't hurt to accomplish this either.
Holding back or not, Stronger people don't get easily jealous of another person's power, not Sasuke who use to always see himself as superior than Naruto. Sasuke doesn't have his superior complex that much now but he did get jealous of seeing Naruto's power and that was a non-fully powered Naruto since he borrowed chakra from Yin Kurama. Sasuke Was said to not being going all out before combining PS with BSM so you can't say he hasn't being going all out when he was panting along with Naruto afterwards.
Sasuke never seen Naruto at full power, Naruto either used most of his chakra, gave it to the alliance or had it absorb before and while Sasuke was there so your post is invalid.
BM power matched 5 fully powered Bijuus so for now I'm going with BM>PS. People seem to forget that while 1 swing of PS sword destroyed mountains, for Kurama, 1 swing of it's tail can crumble mountains and cause Tsunamis. First manga ftw

. Bijuus are the Ultimate chakra and Kurama is said to have near limitless chakra. Sasuke getting the Rinnegan and mastering it while Naruto masters his power as well should make it even. Naruto has KM: Incomplete training, BM: No training, and BSM: No training.Sasuke's always been stronger than Naruto, now he seeing Naruto improving which mean he has too try and then what did he do next show us Final Susano'o. Panting after being slammed into the ground, then getting right back up to fight. Obviously he's still not at his limit if he's suppose to past Madara. I don't believe kishi was speakin bout Edo, but Eternal Madara. Even then he has Perfect Susano'o & Kurama. Sasuke has alot more to show us. We've see Naruto full power Biju sage mode, nothing new.

. You do know while Sasuke was compared to Madara that Naruto was compared to Hashirama and the Sage right? Hashirama had Bijuus 2-8 when he fought Madara in VoTE and never needed to use them then had 2-9 after beating Madara so your logic means Naruto would still be much stronger. Naruto needing to borrow chakra from yin Kurama is not Naruto being at full power. First time Naruto went BSM:

. Obito compared Naruto to Hashirama in the Kage summit arc while Sasuke was compared to Madara when Sasuke first meets Naruto in Shiippuden so it's nothing new. Tobirama compares Naruto to Hashirama 4x (1 was calling him dumber than Hashirama while the other 3 were skill/power) and Bijuus 2-9 all compared Naruto to the Sage.KingHashirama

Tobirama, Hashirama's brother, has been comparing Hashirama and Naruto ever since he stepped on the battlefield, and even noted that he might surpass him.

. Tobirama went from comparing Sasuke to Madara to Naruto to Hashirama. It was Orochimaru who said Sasuke will one day surpass Madara and that Sasuke "...still isn't at its maximum.." which would be Susanoo and not Sasuke holding back since Sasuke isn't an it. Plus the Bijuu comparing Naruto to the Sage out ranks Madara and Hashirama so what does it matter? Bijuus are the only living things that actually knew the Sage.

You are confused by what I am saying, you said Sasuke was going all out at that time I agree he was. Sasuke just doesn't know his full potential which is why I used kishi quote he's still not at his limit. Yes kishi said Sasuke was goin to surpass Madara in power, no one ever said that bout Naruto in Hashirama and Rikudo.

Tobirama said Naruto might surpass Hashirama, what do you think surpassing him as Hokage meant? Naruto not showing any other qualities but power when Tobirama said that. For you to say that doesn't count would be like me saying it never said Sasuke would surpass Madara in power so if could easily have been surpasses Madara in in a different aspect. Bth have been compared to people they will surpass.
Actually the Sage pretty much said Naruto will be greater than him, He said "...for you to know what true power is.."

. Thanks for making me go back to look at that ^.^Tobirama said Naruto will be a better Hokage? so Naruto has been compared to Hashirama cause he dumb, and he doesn't even have the Rinnegan never will and isn't the Juubi jin. Only comparison I remember bout Naruto and Rikudo is bringing Peace.
