Honestly some people here are really confused on Chakra Control...I'll give a brief and short explanation
Its basically controlling and moving ones chakra to many parts of the body with great efficiency to either complete a technique or enhance it. Example;
• Moving chakra from solar plexus to lungs to do Fire Ball Jutsu
• Moving and contant supplying of equal ratio chakra at feet to either walk on water or climb on tries, this is really basic.
• Or even moving chakra to legs to do full burst movements, like Body Flicker Jutsu.
And according to Tailed Beast, to control their chakra one need to balance the ratio of yin and yang accordingly, this is also Chakra Control. But my theory is chakra control varies depending on chakra type.
Also note that hand seals are just there to make moving and controlling chakra easier.
The advantages of great chakra control are typically less usage of chakra in a particular technique, not spilling or leaking any unnecessary chakra while at it.
Another nice example is Tsunade and Sakura focusing a perfect ratio of chakra to their fist to unleash devastating monster strength.
Medical Nin or Sensor types have great chakra control even above most Jounin.
Who is the best at it;
Haruno Sakura and Tsunade. For storing and focusing chakra on one point for 3 years, even through injuries, unconscious states and sleeping, wow...
They have the ability to use Rasengan, though plot and character build up will never allow that.

Your efficiency of chakra control isn't directly correlated to the mass of chakra, though harder to move, its absolutely not.
