The user manipulates the wind around him to create a rapidly spinning cocoon of wind, throwing anything around. The user may expand it to create a bigger dome. If A Fire type attack(of equal or lower rank) is launched against it it will surround the dome, getting caught in the spinning vortex.

By maintaining the protective cocoon and having it swirl over my body, I start expanding it quickly but still maintain the shape and velocity so it doesn't lose on strength. This forms a protective barrier around me that acts like a dome but isn't in direct contact with me in order to protect myself in case it gets caught on fire.

Now that you understand that, remember that you choose the direction, and a little known usage, use it in a vertical manner and force things to the ground.
