Hello fellow NB! I just scan and read the previous chapters of Naruto I got intrigued of the birthplace of Naruto's mother- Whirlpool Country.
I research some information of Naruto world and I fount one and I would like to share it with you here.
According to Jiraiya, when he had a conversation with Tsunade (I forgot the chapter, sorry), that Kushina Uzumaki was from the "Former" Whirlpool Country, at means the country was taken over in a war, or it fell apart from internal strife and it's lands absorbed by neighboring countries.
Whirlpools are mostly naturally occuring out at sea, mainly in straights with powerful tidal flows. Also, whirlpools are common at the bases of waterfalls, and present in rapids as well.

As you can see on the above, there are lots of questions to occur where the country is located- is it near the waterfall country, or along the river country.
What other clues do we have?
Again, with Kushina Uzumaki being from the "Former" Whirlpool Country, it's highly probable that her family were refugees. And they ended up in Konoha.
Why would they be refugees?
Remember Jiraiya's conversation with Tsunade about the Mist. And Tsunade mentioning how the Rain was full of Refugees. And Refugees usually flee from war, or from the fall of a nation.
So it's a good possibility that the Whirlpool Country fell during a War.
What war could that be?
Well, in 367, Jiraiya's comments about Kushina growing up, very well mean that the war happened during her youth. And guess what that time was......it was around the time of the Second Great Ninja War!
And who was Konoha fighting in the Second Great Shinobi War?
That would be Suna (The Sand).
Therefore I conclude that:
During the Second Great Ninja war between Suna and Konoha, the Whirlpool Country was "destroyed" and the citizens ran to neighboring countries (The Rain Country, and the Fire Country) as refugees. And instead of heading to the Rain, Kushina's family went to Konoha. And that is where she fell in love with Minato Namikaze and had a son, Naruto.
And the most likely location of the Whirlpool Country?
Possibly, along the River Country, between the Wind and Fire Countries.
