Since I don't have any training in Ninjutsu yet and I don't know the clone technique I will just explain how I will do the technique if I had it. I will explain it for training purposes only.
Upon hearing Barney-sensei's affirmation, Sawaii began by waving the clone hand seal thus making a shadow clone. As she had summoned a clone of herself she closed her eyes and began by concentrating on the energy within her and around her. In a manner of seconds she strategized her next move, she also opened her yes, and began by kneading a large amount of her unique chakra and channeled it to her dominant right hand. Her clone did the exact same thing int he exact same time. After a little while, she and her clone swiftly molded the necessary amounts of chakra, and also drastically increased the vibrating frequencies of their own chakra in order to generate lightning in the palm of their hands, for Sawaii it was her dominant right hand and for her clone the opposite hand. Sawaii and her clone both proceed by forming a layer of regular chakra around the crackling electricity in order to compress and maintain the chakra. After that moment Sawaii and her clone both gave a bit more 'fuel' and added more chakra to the technique itself, while simultaneously keeping it compressed. The color of the lighting in their hand gone from blue to near white, thus caused more powerful to be noticeable.
Once they finished with the first step they proceed with the second one. They quickly connected the two techniques together, thus forming a chain of sorts thus allows them, because of the use of the resulting beam, to slice through objects with great ease. Sawaii swiftly noticed the nearby tree, approximately five (5) meters away from them. Without any kind of warning Sawaii's and her clone's chakra spiked, the swirling energy was able to be seen for just a few seconds. At that moment Sawaii and her clone surged chakra into their feet, adding a slight boost in their overall speed. Next they launched their bodies forward and began a very high speed sprint. As they were approaching the tree they made sure to keep the technique compressed. Upon contact with the tree, the technique sliced through it.

Ways to counter:
I would say that I would have to use a wind-release technique to counter it. It is not a must but I like using wind-release techniques. So I will use this one, since not only it will negate the lighting release technique but since the wind-release technique itself states that it can hit multiple targets it will also disperse the clone and it will also hurt the user of lighting-release technique.

The resulting sharpened blast is large enough to slice through multiple targets located a significant distance from the user, causing grievous injuries to those hit.
Good thinking, getting rid of two mice with one move. However, note that this doesn't launch anything at you, so you have way more possibilities. Usually, it's risky getting close to the opponent for the exact reason. The opponent can be stopped easily, and if you know which one is the real one, you can stop the technique in its earliest stages.

This is the last technique for this method. Let's get this over with. So, as all the other chidori variations, this one includes the chidori too, which means that you don't need to perform the chidori first and then use this technique. What you do is shape manipulate the chidori to extend its range and pierce an opponent. Then you manipulate the violent lightning to explode at the end of its reach, killing the opponent. The note here means that it can only extend to mid range thus the explosion just being short ranged but powerful.
Feeling a challenge coming on, Sawaii readies herself for the next task of awesomeness. Once again Barney-sensei started explaining to his student, in this situation Sawaii, about her next task. She listened intently with her beautiful blue eyes wide open. After that she immediately gave the situation a deep thought and strategized her next moves in a mere matter of seconds. After that, in conjunction with manifesting the lightning, she coated it in a layer of ordinary chakra so that it will conform to her will and it will enable her to shape it easily and with no effort at all.
As she feelt prepared for the upcoming situation, without any kind of warning, Sawaii's chakra spiked, the swirling energy was able to be seen for just a few seconds. At that moment she once again surged chakra into her feet, thus adding a slight boost in her overall speed. After that she launched her body forward and began a very high speed sprint. As Sawaii was approaching her target, in this situation Barney's clone, she tried to do her best to devise her attack as carefully as she could and also trying, in a way, to predict her opponent's movements. She had her cerulean blue eyes locked their deep gaze on the clone standing just a few meters in front of her. As she was dashing straight towards sensei's clone, she made sure to maintain a constant feed of chakra into her chidori.
As she was in the perfect position, she swiftly extended the chidori into spear, at an impressive speed. The spear pierced your clone right at the chest-area, at which point it impaled and hurtled the clone into the air. Once he was in the air, Sawaii concentrated and likewise channeled a quick burst of additional chakra through the lightning, which resulted an very powerful and deadly electric explosion. As Sawaii saw a big smoke approximately ten (10) meters away from her, it was the smoke of the dispersed clone.

Alright, so basically your opponent will need time to do the first step of the technique, to actually make the chidori, and after that he will need time to extend it into spear, which basically means that you will need to counter this technique with a fast technique. You just need to not allow your opponent to extend the chidori and create the spear. In this situation you will have to use the timeframe of the fight as your advantage so. I think that this wind-release technique will do the job since it doesn't needs any hand seals which means that the technique can be performed fast. Also it covers from short to mid range just as the lighting-release technique, so yeah basically it will do the job in my opinion.

Yes, that's very correct. However, the cool thing with chidori is that the opponent can never know what are you aiming for. Since there is a lot of chidori variations you can always upgrade it into another technique but with a brief delay to give your opponent a hard time. You can for example charge a chidori and run at the opponent and when you see him preparing to perform a (most likely wind) technique you surprise him with a quick chidori spear and cya nerd.

I will start out by telling you how to perform the actual technique. You first have to memorize the sequence of hand seals that I just showed you. After that you start out by focusing your chakra to the soles of your feet and next you will swiftly run up the hillside that I pointed you earlier. While running, you will of course have to perform the necessary hand seals for this particular lighting-release technique: Snake → Upside down Tiger - and after that you will swiftly clap both of your hands together. If done correctly you will release a wave of powerful electricity into the earth, and as you run along, it will sub-sequentially cause the boulders to rain down behind you and down into the direction towards the foot of the hill.
Advantages:
The technique itself it's pretty unique, useful and not a bad technique to have in your arsenal, also the range is from short to mid and that is not bad at all. Likewise if you ever do a snatch and run, no one will ever be able to follow you up the hill.
Disadvantages:
This technique will of course only work in very special cases where there is a mountainous terrain around you. Also you need to perform two (2) hand seals which is not that bad, but still while you are performing them you are vulnerable and if your opponents play his cards right he will take the advantage of the fight.
How to use it in battle:
Well as I've already said, if you are fighting in a mountainous terrain you can use it to take some kind of advantage over your opponent. I observe my obviously nervous and increasingly perspiring opponent. I monitor his breathing patterns and feel his anxiety raising every second. After a few second of a dull look, I quickly turn around while performing the tiger handseal. Suddenly the whole battlefield shifts and the earth behind me (now in front of me) suddenly rises up into a giant steep and slopey cliff. The cliff beings exactly in front of the confused opponents feet. Without a moments notice, I start running up the cliff while performing the rest of the handseals and dislodging the earth and forcing boulders to rain down past me and crash into the opponent.

If the user increases the volume of earth too much, he can be forced to keep his chakra consumption down. The user can combine this jutsu with Water Style: Waterfall Basin Technique to create a waterfall.

To counter it, I would watch the opponent running up the cliff and expecting the rocks to rain down past him. In the right moment, I would use my earth chakra to create a few earthen walls to erupt from around and in front of the opponent in order to catch the falling rocks and to route them right into the opponent. If I wasn't manly enough, I could simply create a wall to intercept the rocks before they hit me. I'd use this technique in both scenarios. I'd make a bowl with an opening in the trajectory of the rocks.

Description: The user will first perform the snake hand seal and then cause the earth in the surrounding area to rise up and over a target and create a cavern, imprisoning the target. The user can leave an opening to allow attacks to go in to strike down the trapped adversaries, or close it up completely to prevent escape.

Description: After performing the needed hand seals Rat → Monkey → Horse → Tiger the user will create a even more powerful version of lightning release: four pillar bind, the user creates sixteen giant pillars, which then form a giant oven to trap the enemy. It is often used after Earth Release: Mud Fall to cover the enemy target in mud and then follow up with using Fire release: Firing Biscuit, creating flames in the oven to roast and harden the mud, immobilizing the enemy.
I've put these two together because they're the same thing in essence. The only considerable difference is the amount of pillars and the actual appearance. As you can see both of them require handseals and they create pillars of earth (I know, lol) that are able to shoot lightning at the opponent. The first one has much more emphasis on this part because it's the essence of the technique, while the latter one puts it in second plan because its primary use is in the combination with the mentioned techniques. So, you perform the handseals, pillars rise and then shoot lightning binding the opponent. Easy as that.
Once sensei was done with his instructions, Sawaii ,made sure to memorize the string of hand seals that Barney-sensei just showed to her, and began by molding a sufficient amount of her unique chakra. After that she successfully executed the required hand seals for this particular lighting-release technique: Ram → Boar → Dog → Bird → Hare. Sawaii, with precise chakra control, altered the nature of her chakra to earth-nature chakra in order to summon four equally large, solid and proportionally spaced earth pillars. Once she was done with the first step, she proceed by letting her lightning-nature chakra run through each of the earth pillars, thus caused a bolts of lightning to shoot out at your clone, which was exactly in the middle. Sawaii immediately made sure to focus the majority of her own power on the center, also keeping the flow of chakra consistent to deal as much damage as possible. Finally the lightning visibly bounded the nearby dummie.

Well, honestly I'm not 100% sure if this counter will work the way I imagine it to work. My plan is, once again to use the timeframe as an advantage and to aim not for the lighting-release technique itself but for the earth pillars. I mean if you destroy the base of the technique you don't need to worry since your opponent can't use lighting to attack you. Since Nagashi covers up to mid range too I think that it will work. If you are fast enough you can even attack the opponent and he can just cancel his technique.

Description: This jutsu allows the user to generate non-focused electricity from their body. It can be used as an omnidirectional attack or be channeled through weapons, the ground or other conductive mediums. Because the electricity isn't focused, it doesn't kill on contact, instead it has great numbing and paralyzing effects. To channel Nagashi through a medium, the user needs to focus the technique into one of his hands which will then be put in contact with the medium and can only choose to either do a widespread attack throughout his whole body or to channel it into something; he cannot achieve both usages at the same time. Despite not having much destructive or damaging properties, Nagashi can be used to destroy low rank earthen and wooden structures and even negate chakra on the ground to stop high ranked earth and wood techniques. It has also been noted that Lightning Specialists that have mastered Lightning to the highest degree can resist total paralyzation, although they still feel the pain and numbing effects.
Note: Paralyzation lasts 1 turn if successful but is ineffective against bios who have a primary Lightning Specialty

Sawaii, with precise chakra control, altered the nature of her chakra to earth-nature chakra in order to summon four equally large, solid and proportionally spaced earth pillars. Once she was done with the first step, she proceed by letting her lightning-nature chakra run through each of the earth pillars, thus caused a bolts of lightning to shoot out at your clone, which was exactly in the middle. Sawaii immediately made sure to focus the majority of her own power on the center, also keeping the flow of chakra consistent to deal as much damage as possible. Finally the lightning visibly bounded the nearby dummie.

Well, honestly I'm not 100% sure if this counter will work the way I imagine it to work. My plan is, once again to use the timeframe as an advantage and to aim not for the lighting-release technique itself but for the earth pillars. I mean if you destroy the base of the technique you don't need to worry since your opponent can't use lighting to attack you. Since Nagashi covers up to mid range too I think that it will work. If you are fast enough you can even attack the opponent and he can just cancel his technique.

Description: This jutsu allows the user to generate non-focused electricity from their body. It can be used as an omnidirectional attack or be channeled through weapons, the ground or other conductive mediums. Because the electricity isn't focused, it doesn't kill on contact, instead it has great numbing and paralyzing effects. To channel Nagashi through a medium, the user needs to focus the technique into one of his hands which will then be put in contact with the medium and can only choose to either do a widespread attack throughout his whole body or to channel it into something; he cannot achieve both usages at the same time. Despite not having much destructive or damaging properties, Nagashi can be used to destroy low rank earthen and wooden structures and even negate chakra on the ground to stop high ranked earth and wood techniques. It has also been noted that Lightning Specialists that have mastered Lightning to the highest degree can resist total paralyzation, although they still feel the pain and numbing effects.
Note: Paralyzation lasts 1 turn if successful but is ineffective against bios who have a primary Lightning Specialty

Sawaii began by memorizing the necessary hand seals for this particular technique. She also tried to remember what she did in the last technique that she had to perform. Once she was done with the thinking she swiftly performed the required hand seals for this technique: Rat → Monkey → Horse → Tiger. After that she started kneading enough amount of her unique chakra. Next she, with precise chakra control, once again altered the nature of her chakra to earth-nature chakra in order to summon sixteen equally large, solid and proportionally spaced earth pillars. Afterwards, Sawaii immediately channeled a large amount of her powerful lighting-nature chakra from her body, through the ground and into the pillars that make up the oven. Likewise, with her energy focused mainly in the center, the lightning was channeled through each pillar into the middle of the enclosure. Once again the lightning visibly bounded the nearby group of dummies.

Description: After performing the needed hand seals Rat → Monkey → Horse → Tiger the user will create a even more powerful version of lightning release: four pillar bind, the user creates sixteen giant pillars, which then form a giant oven to trap the enemy. It is often used after Earth Release: Mud Fall to cover the enemy target in mud and then follow up with using Fire release: Firing Biscuit, creating flames in the oven to roast and harden the mud, immobilizing the enemy.

Pretty much the same as I said in my first counter. I will use Chidori Nagashi.
That's correct. You aim to destroy the pillars before they fully rise and shoot the lightning. However, I'm not sure nagashi will actually help you. Yes, it says it can destroy low rank structures but both of these aren't really low rank. Nagashi is an unfocused stream. Why not use some wind to slice the pillars apart. You can extend the range of your weapon and then perform a circling motion while holding your sword thrusted forward. As you spin you slash the pillars and cut them, rendering them useless.

Similar to the previous two, this one is composed of 2 stages. First you materialize water under your opponent and then you conduct it with lightning to shock him. Losing contact with the water is your best bet here because after materializing the water, electrocuting it won't make any sense. Though experienced water users may abuse that by further manipulating the water and using the electrocuted water as a water source. At least that's what I'd do.

You simply burst a huge amount of lightning chakra that blinds the target by emanating a very bright light from your whole body. It's just light created with your chakra and it's extremely vision impairing thus excellent as a decoy and to incapacitate the opponent before killing him.

I could defend against this technique by simply avoiding the use of my eyes at the moment the light begins to emanate. However it still means temporarily giving up their sight, and that would mean that I could still use my eyes whenever I want when the light fades. But now when I think that is not a good counter for this technique, because if you close your eyes you will basically lose the sigh of the battlefield, even for a mere of seconds, it can be the end for you if your opponent is experienced. But still you can use it against "dumb" opponents. xd
So you can most likely use a an offense technique to once again try to interrupt the user of the lighting-release technique. Again you will have to use the timeframe to your advantage. Well I know that you hate when I give you such a "general" answers but, couldn't you attack the opponent with basically any fast technique that can interrupt the him from using his technique. However the counter has to have the properties: to be fast performable/release-able technique.

Description: After performing the following handseals Ram → Horse → Snake → Tiger the user will release a massive amount of lighting chakra which he uses to create a blinding light that appears to emanate from all over the users body. The light can blind any enemy that sees it but its main ability is that, through skill and precise chakra control and timing, the user can use it as a cover to put the enemy into a genjutsu by using the light as a decoy, preventing the enemy from noticing the genjutsu was placed.
Note: Can follow with any Genjutsu the user knows up to A-Rank but needs to have mastered Genjutsu. The user will need to effectively spend two moves, performing both the Lightning Illusion and the Genjutsu; the first only serves as a cover to place the second unnoticed
Note: Can only be used once every three turns
Either way, nothing changes. There's not much you can do when this happens other than close your eyes. Due to eyes adapting to light, you're better off by closing them and then opening when the light fades than by letting it affect you because your eyes would need more time to adjust once again. However, the problem that raises is the genjutsu that can be used as follow up. Due to the closing of eyes, the genjutsu will have a much much bigger impact.

Ok, so the opponent doesn't see what you're doing. This means that you can pretty much use any of the trickery illusions. They trick your opponent into believing something happened while it didn't. For example, you can change the terrain and once the opponent opens his eyes he will have to believe that you changed the terrain. Because he doesn't see you performing handseals he can't really deduce unless it has an obvious tell-off. In my opinion, the best genjutsu would be;

because once he opens his eyes he will notice the fireball and have to defend it using most likely water. Due to this, you gain a predictable advantage and can follow up with lightning to electrocute him as he expels it, for example.
