Kishi specifically mentioned to look for Hyuga development in 2013. Which at the very least could have been an explanation to the eye or the clan itself.

Byakugan was never really an explainable jutsu. We were given explanations for the Sharingan and how it came to be, as well as many other jutsu's sources, like Shadow Clone or Sage Mode, but Byakugan was never really meant to be in first place. I think Kishimoto regrets introducing it. But, he could still say it's a Sharingan mutation and that would be plausible. Anything else would lead us to Hagoromo's Dojutsu and that would f*ck up the whole story.
