13-year old, no Sharingan - keeping up with Iwa jonin who were well-known and respected in their village, so they were more than likely at least mid jonin. That puts Kakashi at around this level.
13-year old, Sharingan - roflstomping one of said jonin in one move, then keeping up with 40 jonin and ANBU for a while. High jonin, no less.
Part I Kakashi - people often assume he wasn't as strong as he was, because Kakashi was struggling against Zabuza and they think Zabuza was weak. He wasn't. Zabuza was strong enough to perform an assassination (although failed) on Mizukage, who was in fact Obito back then, and get out alive.
The testimony to Kakashi's skill back then was the fact that he was equal to base Itachi, who needed to resort to MS to defeat him.
Low kage level right here.
Beginning of Part II Kakashi - his speed increased, his stamina increased A LOT (fighting for a whole night without fatigue as opposed to fighting for half an hour and a week-time KO), and he can now use Kamui, though he still can't control it properly. Low kage to mid kage.
Current Kakashi - speed comparable to 6-th-gated Guy, genjutsu on the level of an Uchiha capable of controlling tailed beasts and perfect jinchuurikis for years, stamina/chakra control (probably a mix of these two) enough to be capable of using a Mangekyo technique 10 times (much more than Itachi) on a single chakra reserve along with many other jutsu, being able to fight evenly against 4 immortal V2 jinchuuriki with doujutsu... Even without MS, such feats shout for a high kage level. Now, with Kamui so fast and precise as it is now, currently Kakashi truly is in a league of his own. U_U
