He's not cancelling the chakra of the water jutsu with those strikes, he's just punching through them. Any regular punch would obviously go through a water clone. Besides, even if he was, sand is different from water. Water atoms are all connected and are actually pretty sticky, atoms of Gaara's sand however are not connected and are free floating. Otherwise they would be a rock.
And that's a Part 2 Feat. Hardly applicable, as he had (3?) years to fine tune his technique.
Read that scan again he canceled the water jutsu by releasing all the chakra points from his body. Juuken works by putting their own chakra into an attack, which disrupt theirs, thus cancel the effects. Nothing is different if the user is using chakra into it.
Mentioning him doing it in part 2 only is meaningless as I already shown him doing it to another jutsu in part 1. [

Right, because we all know Neji instantly KO'd Naruto, right? Neji doesn't even get past Gaara's sand.
Instant KO was an exaggerate as your claim as "instant Tsunami", which actually is him gathering chakra to build it, which Neji can see with his eyes.
Sorry, I thought the OP had it set to bloodlust, that's my fault.
Without bloodlust, Gaara will not be going instantly to Flying/Tsunami mode, but he still handily takes this because Neji won't get past his sand defense without wasting his own chakra.
