Top 5 legends on NV

Hol' up homie, Obito isn't a big legend yet. Legends usually exist after some time has passed after the event had passed. Obito was the one who waged war against the entire world but that war is still going on now. Other people who are currently more of a legend are the Sannin, Hanzo the Salamander, Minato, Sakumo the White Fang, Itachi for killing his clan, Naruto from defeating Pain, and others. Obito will probably be top 5 legends but he isn't right now.

Pretty sure he will be remembered as the man who united the world by starting a war .

He will. He'll be the one known as the man who waged a world war, the true leader of the Akatsuki, united the world, and also be known as the 2nd person who became the Juubi Jin. All this together and he may even become a bigger legend than Hashirama and Madara. But like I said, that time isn't now.

A legend is an extremely famous or notorious person, esp. in a particular field.

Nobody knew Obito Uchiha, when he was alive he didn't do an extremely great thing that might make him a legend in the eyes of other shinobi, therefore, he's not a legend.
