Do you mean who would be legends to us, or legends in the narutoverse?

If legends in the narutoverse, I would like to disagree with 1.,and 5. Will they become legends after this in the narutoverse? probabally.

1. The juubi wasn't even know to anyone except for the Uchiha, a legend among them sure. But even the current kages had no idea that the juubi was even a thing that exists or ever had existed.

5. Obito was dead to everyone until recently, he would be known only for his legend through Kakashi and his accomplishments in the war he "died" in. I wouldn't call him legendary as of yet.

2. Agree, he is definitely a legend, spawning another legend, the rinnegan.

3. clearly a legend, people regard him as a powerful hokage, but he is clearly stronger than people remember him to be, and even than they hold him as being extremely powerful.

4. Same as Hashi, except he wasn't hokage.

I can't see a tree being a legend. The Goddish Sage of the Sixfold Paths is the only legend here.
The others are just... powerful characters. Maybe Hashirama can be considered legendary for uniting Senju and Uchiha, but other than that, I see only stupid hatred.

Hol' up homie, Obito isn't a big legend yet. Legends usually exist after some time has passed after the event had passed. Obito was the one who waged war against the entire world but that war is still going on now. Other people who are currently more of a legend are the Sannin, Hanzo the Salamander, Minato, Sakumo the White Fang, Itachi for killing his clan, Naruto from defeating Pain, and others. Obito will probably be top 5 legends but he isn't right now.
