Gai deserves a spot but Lee is tiers below him, not even having a single Shippuden speed feat.

3.) Gated Guy
4.) V2 Killer Bee
5.) Not too sure who this goes to, Sasuke doesn't have enough feats IMO for fifth, it's too close to say

Sasuke shouldn't be on any lists. He was fodderized in speed by Killer Bee. Literally fodderized. His movements were so fast the sharingan could not even keep up with them. He's fast, but not top 5 material. For those saying he dodged Ay's elbow, that's not a speed feat. It's a reaction feat at best. His sharingan caught the movement of the elbow and reacted accordingly. The reason he couldn't do it against Bee was because there were too many movements. Here's my list:
