Higer intelligence... As shown through Genjutsu and Fuinjutsu(Sealing KA inside of Naruto without any seals or markings) feats which require very high intelligence and chakra control.

While Itachi has fast handseals, it's not as fast as you think it is. I hear this a lot "his handseals are so fast that Sharingan couldn't follow", but this is a wrong way of thinking.
The real thing is that Itachi is great in using misdirections in order for his opponents not to notice his handseals, something noticed by Kakashi in part1 on the same picture you posted(

His handseals on their own(without using misdirections) while impressive, aren't as fast as you imagine. If they were, Sasuke would have never been able not only to summon a large shuriken, but grab and launch it in Itachi's direction even before he finished forming one of them

Itachi obviously wins. He has genjutsu and better taijutsu and weapon skills. His natural speed and reactions are close to Minato's if not on par with them, and sharingan bridges any gap. Itachi isn't restricted at all. He can win entire battles without using any ninjutsu.
i dont know............. i think itachi's got this, also at t bogard... itachis hanseal speed is far greater than minatos...also misdirection....he can weave the handseals while making the distraction. that feat itself is impressive, the purpose of it so to make the opponent think a he is about to sue the weapon not attempt ninjutsu, not to distract from his handseals.

Reaction speed you forget itachi has sharingan naturally he can predict and react faster than minato, itachi countered every single one of sasukes shuriken.
Also using misdirection is in itachis fighting style of causing illusions of somesort. Plus its not like he did it all the time it could have been simply to toy with kakashi and party
