There is much more to the process than what you outline. It is true that a person needs to either be on good terms with his/her tailed beast (or outright overpower it) in order to use its chakra to the extent that Naruto is using Kurama's chakra. However, Naruto had to go through a great deal of training and a number of trials in order to get to that point.
Naruto first had to confront his personal demons. I'm pretty sure that the manga outlined that this is a very difficult step, and I doubt many other characters would be able to do it. For example, neither Sasuke or Sakura have been able to face their demons or come to terms with their past decisions. Sasuke still blames everybody else for his actions and constantly changes his mind. Sakura on the other hand, can't get over the fact that she has never been able to contribute anything to the series. She constantly complains that she isn't strong enough, but even after making progress, it isn't sufficient.
The next step was to establish dominance over Kurama by stealing his chakra. If you recall, Naruto was almost completely taken over by Kurama during this process. Again, I doubt most of the series' other characters could manage this.
Finally, Naruto had to actually convince Kurama to freely give him chakra in order to blend it with his own. In the end, the only reason that Kurama eventually caved was because of Naruto's persistence and constant determination. I can't think of a single other character who would be able to go through all of the hardships that Naruto has endured throughout his life. If you think about it, every single other character in the series who has faced even a fraction of what Naruto has (except Jiraiya), eventually gave up and were only spurred onward when they saw that Naruto still hadn't given up. Zabuza and Haku had given up on their ideologies, Sasuke originally gave up against Orochimaru and then again against Gaara, Sakura gave up on pretty much everything (against Zabuza, Orochimaru, in retrieving Sasuke, against Pain, etc.), Hinata would have originally given up at the academy. The list is pretty much endless. All of this convinced Kurama and the other tailed beasts that Naruto is different from every other person.
