In terms of what (with Kakashi vs Shikamaru)
Shikamaru, he is highly intelligent, don't get me wrong, so is Kakashi.
Fine I'll compromise with you:
Shikamaru is better in sheer tactical intelligence
Kakashi is better in terms of battlefield skill.

Orochimaru isn't top in tactics? Seriosly?
Apart from all he acheved in terms of jutsu, knowledge etc., he managed to run several hideouts with hundreds of prisoners while being number 1 in the bingo book
Overall, Orochimaru is easily top1.
And what has Minato actually done so far in terms of being the smartest/most intelligent that people place him in top1/2? No hating, just asking.

In science, Madara has done all of this:
-Healed his wounds with Hashirama's cells
-Created a living clone of Hashirama
-Used Gedo Mazo to increase the growth of that clone
-Created living humans (Zetsu) using cells
-Healed all of Obito's wounds from that rock
So yes he is on par with OrochimaruU_U.
These are my choices -
- Orohimaru - Created many techniques on his own. Was Hizuren's first choice. Was a prodigy that comes once in a few decades.
- Kabuto - He would be a close second. As he perfected a of of techniques from Orichumaru.
- Sasuke - Orochimaru called his own genius pitiful before him. Shikamaru looked up to him and that he was amazing whatever he did.
Kakashi praised him several times, and Ae's guard Chee also did.
Obito - Learned Uchiha Kinjutsu and techniques in such a short time. A cunning individual to be sure. Though he is utterly ruined by Kishimoto now.
Madara - Uchiha head at his time and great at Uchiha affinity Katon, along with Kenjutsu as well. He seems quite the prodigy.
- Tobirama - Invented crucial techniques.
- Kakashi - An amazing all-round ninja. One of the few in the entire manga.
- Neji - Hyuga prodigy that surpassed the head family.
- Lee - For his perseverance and prowess in hand to hand combat, despite his limitations in ninjutsu.
- Tsunade - For being a great Medic. She is the best in the manga.

IQ wise it is Shikaku. Overall in creativeness, tactics, and other variants, it has to be between Tobirama, Madara, and Orochimaru

He didn't "Steal" it in any sense of the word. Saying that would be like saying all ninjas stole Tobiramas jutsu because he created the shadow clone jutsu.
The difference between Orochimaru and Minato, is that Minato was handed down the Jutsu that he was ABLE to learn. Orochimaru STOLE the Jutsu from the Hidden leaf and was outcasted for it. The reanimation jutsu was, and is, a forbidden Jutsu, hence why it was hidden away in the Leaf Village. That is why he STOLE it and was NOT handed down the jutsu by Tobirama.
I don't know, Upgrading Tobiramas original design on the FTG and USING IT TO DIVERT A TTB is a pretty decent feat. Hell I could go on a limb here and say that if it were not for Minato, Orochimaru could have been killed that day.
Another thing, before you try to say that "oh Orochimaru would have just revived himself..." You have to remember that when Kurama attacked the hidden leaf, Orochimaru didn't have much (or any) research completed. Not with the Reanimation, or any other hidden/forbidden jutsu. So by extension, Minato saved Orochimarus life XD

I'm not denying that he was a skilled shinobi. He was, it's obvious. BUT it doesn't mean he's the smartest. He upgraded the FTG - yes, he learned the sealings - yes, but that were the jutsu he was training and practicing his whole life. It's like saying that Sakura is smart because she learned Mystical Palm or that Ino is smart because she knows Mind Body Switch.
Ofc, I don't deny him being smart, but saying he is just because he mastered some jutsu is naive.
Oh, come on. Many ppl saved others's asses throughout the whole story. It's not anything new tbh. Had you looked closely, you would've come to agreement with me that Orochimaru has saved many characters' lives as well. It's a stupid argument tbh.
Btw, was Oro even in Konoha during the 9tails attack?
