Obviously Obito. I mean he only started the 4th great ninja war, created the Akatsuki and helped slaughtered the Uchiha after releasing the Kyuubi on Konoha. So yea I don't see why he wouldn't be allowed to be.

Neither, Kiba will become hokage. We all know that.

Jk. Of the two, I would say Naruto would be a more likely candidate. I mean Obito would be considered an S rank missing nin who let loose the fox on Konoha, leading to the death of the fourth hokage and his wife among many other people. I doubt the Konoha council or the lord of the fire country would accept Obito as hokage. Naruto would definitely be the only logical candidate of those two.

However I still root for Sasuke for Hokage over Naruto.
