Rotation wansn't even fast enough to block the Juubi's mokuton projectiles... and Haku is faster than that with his Ice mirrors so i'd say Haku wins high diff

]. If you're suggesting that Neji can react to Haku's top notch speed, then you're going to have to provide me with better manga scans demonstrating that he is capable enough to react to near instant S/T speed; because these aren't very sufficient, and simply don't compare to the one I provided.
About this "near S/T speed".
I guess databook hyped him to be fast as light; but it was most likely a hyperbole.
Naruto with KCM was having a cqc skirmish with Itachi in war arc. A version of Naruto that's much faster in base and had a much more version of kyuubi chakra mode. Guess Itachi was superb above S/T fast.

Are we going to say Neji can't react "cuz Haku is S/T lel"? Nope. He was speedy in mirrors; but nothing much suggests he won't be reacted by Neji at all.
And look what Haku says for Sasuke:

I don't believe the rotations AoE is enough to effect whole dome formation. Not to mention, rotation deflects things, it doesn't break them. Also, Haku is able to analyze things and come up with a counter after seeing it once [

^^Rotation repels anything opponent throws at the user of the tech. Haku can even die over his own needles or get slammed right through the mirrors himself. Neji does not even need to "touch" Haku in order to defeat him in ice mirrors (though he can); even outlasting is a viable choice and:
Haku wasn't able to best Naruto in his chakra cloak form because her speed was already declining as she doesn't have much stamina and the technique is quite chakra taxing.
^This is the another reason for increasing Neji's chances. Haku's jutsu taxes a lot chakra for him; another reason for his downfall.
Haku was still able to move in mirrors; Neji kept up with a more skilled kyuubi-enhanced Naruto (and he was wasting energy and chakra in his own fight); a 3 years older one is more than capable of reacting and countering Haku.
