If haku can get off his Ice Mirrors/dome before neji blocks his chakra points, then haku wins.
Since with his demon mirrors he moves pretty damn close to S/T levels of speed and transports himself almost instantly between mirrors at will. Aiming for a vital organs, simulating death with a needle to the neck (like he did with zabuza) should do the trick.
Neji cannot rotate in time when fighting that level of speed.
Haku would probably get defeated outside of ice mirrors anyway; kid Sasuke wo sharingan bested him in taijutsu; whom with sharingan was inferior to weighted Lee in taijutsu and the latter being inferior to Neji in cqc. 3 years over it; Neji got much better; Haku's all chakra points will be blocked thus get murked.
Even in ice mirrors; Neji can see 360 degrees around and rotation flicks away any type of projectile to Haku even in ice mirrors. Not to mention airplams and the fact that gentle fist can distrupt chakra-based formations; meaning ice mirrors themselves.

Really all depends on Haku's course of action. Engaging in CQC means she gets slaughtered. But unless Neji possesses the necessary reaction speed to coup with S/T ninjutsu, I don't see how Neji defeats Haku in the Ice Mirrors.

That isn't equivalent to the speed Haku has shown to travel when she is transporting from mirror to mirror.

The speed that Lee/Gai blocked wasn't his true speed, Haku's true speed comes from traveling from one mirror to another. The scans you posted haku wasn't traveling to another mirror.

Not only did haku make alot of movements, he took out all of naruto's clones and the real naruto before naruto's body or his clones even moved an inch or before the water spec moved, it was only after haku's attack finnished had the water actually dropped to the floor

(Accounting that naruto against haku was more enraged which could've possibly greatly augmented his power) but even so considering its post skip neji.

]. If you're suggesting that Neji can react to Haku's top notch speed, then you're going to have to provide me with better manga scans demonstrating that he is capable enough to react to near instant S/T speed; because these aren't very sufficient, and simply don't compare to the one I provided.
I don't believe the rotations AoE is enough to effect whole dome formation. Not to mention, rotation deflects things, it doesn't break them. Also, Haku is able to analyze things and come up with a counter after seeing it once [

Haku wasn't able to best Naruto in his chakra cloak form because her speed was already declining as she doesn't have much stamina and the technique is quite chakra taxing.
These are the best reaction feats in the NV when it comes to reacting to multiple continuous attacks from all around instead of the usual one shot type burst attacks and this is without the help of his rotation, so im pretty sure that if doesnt start rotation right away that he will be able to at least defend himself for the second or two needed to get it started.
I'm going to bring up but one query here. Haku either attacks up close or attacks through the use of Senbon, correct? Well, I don't see what stops Neji from emitting chakra from each and every single one of his chakra points [

Haku is a very bright ninja. I can't see him just charging in and using his lacking Taijutsu against a Jounin. He used it against Sasuke because Sasuke was just a Genin and Haku wanted to know his strength. You also have to bear in mind that Haku never wanted to kill him, so him getting beat by Sasuke in CQC could be simply his lack of will to actually fight him. Haku even stopped Zabuza's shuriken from killing Naruto just to save him.
Haku against Chuunin level+ ninja revolves around his mirrors to fight, as shown in Part 2. When he was fighting Kakashi's division, he was just using mirrors to teleport and attack, no basic Taijutsu. So him just charging in against Neji is just not happening.
Haku has shown to teleport himself very far distances, as shown from when he teleported himself from the ground to above Sai's birds. That being said, Haku can teleport himself a good distance above Neji's head and begin his Ice Crystal Mirrors Jutsu.
In the Ice Crystal Mirrors, Haku moves at extraordinary speed, almost as fast as S/T levels. Even though Neji has impressive speed and can see nearly all the senbon coming, his Rotation can only block so many. He can keep up Rotation by constantly spinning, but he can't spin forever. Haku has shown countless supply of senbon, it's more than likely his senbon will outlast Neji's Rotation, and then it's over.
It's also a possibility that due to Haku's intelligence, he may find Neji's blind spot and hit a vital organ or the area in the neck that stimulates death, leaving Neji open for the real kill.
This match could go either way, but I'm leaning more towards Haku.
