He's always been the villian.
As for the real Madara, we know hes been working behind the curtains but someone who hasn't even been introduced as a villian in part 1 i wouldn't like him to be the ultimate villian.

Sasuke..... well ofc Naruto is going to fight Sasuke..... but i wouldn't exactly want it to be because he will turn into a villian again, but preferably for some other motive.

even Oro himself knows that since he knew that Madara is back to life he decided to avoid being a part in this War

He did say he is going to help the alliance against Obito so his experiments can stay as they are. He is just not suitable to be final villian as in power wise.

A final villian does'nt always have to be a powerhouse you know.

Generally and technically he does. A final villian is not just the one who had huge impact on the story but must be strong enough to match the main character so the main character can has development. Orochimaru can barely make it top 15 and isn't strong enough to take down Naruto.

But a final villian can also defeat the main character by outsmarting him/her.Lex Luther was considered to be Superman's main villian and he was just a normal man with incredible intellect and wealth.
